Ranger Can Modernize Permit Compliance for State and Local Government Agencies

Oct 3, 2022

As state and local government agencies rebound from the effects of the COVID-19 pandemic, big changes are underway for measuring environmental impact and permit compliance.

With Skytec’s Ranger, government agencies have access to satellite imagery and change detection monitoring to better manage land use, evaluate and protect water quality and environmental issues, enforce permit compliance, and start a revenue stream for noncompliance.

With the passage of the Inflation Reduction Act and the Infrastructure Investment and Jobs Act, some agencies may benefit from leveraging technology and geospatial data to enforce permit compliance and report on environmental impact.

“The Inflation Reduction Act includes key support for environmental action for state and local governments,” says Bill Rogers, CEO of Skytec. “Geospatial monitoring, which includes our dynamic Ranger platform, enables agencies to leverage technology to reach new goals for reducing our carbon footprint and minimizing damage to sensitive environments. “

Change Detection and Informed Decisions with Ranger
With Skytec, government agencies can make more informed decisions—including using satellite monitoring to modernize permit compliance and build efficiencies.

With Skytec’s Ranger, agency leaders can efficiently monitor change detection and improve enforcement of permits related to land use and zoning. As many agencies face staffing issues, enforcing compliance, especially in areas difficult to reach that would typically require manned aircraft to observe, can be a costly investment.

Ranger, a SaaS application powered by AI, Planet satellite imagery and drone technology, enables agencies to manage resources and measure and report on environmental change through a single platform. Skytec partners with government agencies to uncover potential revenue generation by leveraging Ranger’s change detection technology for efficient land use monitoring.

“Many local government agencies face a shortfall of resources for managing permit compliance,” Rogers says. “With Skytec’s Ranger SaaS, agency leaders can utilize cutting-edge technology to monitor permit compliance without having to use or add to staff. In essence, this information allows governments to best manage land, environmental impact, and water quality with an efficient tool for capturing and analyzing data. It has the potential to create a revenue stream for noncompliance and violations.”

Ranger combines satellite data to build customized reporting and change detection for certain areas. Skytec analysts can make change detection as sensitive as needed, and Skytec can implement UAS data capture to supplement the satellite images. All built on the ESRI platform, Ranger can be easily paired with a government agency’s existing ESRI platform.

“When using Ranger change-detection data, government agency leaders can cross reference government databases and permits to pinpoint permit compliance and violations without going on-site,” says Andy Carroll, CTO and Co-Foudner of Skytec.

They’ve worked with clients to identify environmental violations, including a wetland that was being illegally filled and drained in violation of a permit. “Ranger gives clients an opportunity to efficiently show when land is being disturbed, whether through an illegal operation or going beyond permit guidelines,” Carroll says. “This has incredible potential for not only monitoring land use and sensitive wetlands but also for increasing agency revenue through notices of violation.”
